Building permits are required for most construction, additions, alterations, repairs, relocations, demolitions, and changes in occupancy.

The following activities are generally exempt from permit requirements:

• One-story detached accessory structures used as tool and storage sheds, playhouses and similar uses, provided the floor area does not exceed 200 square feet.
• Fences not over 7 feet high.
• Retaining walls that are not over 4 feet in height measured from the bottom of the footing to the top of the wall, unless supporting a surcharge or impounding Class I, II or IIIA liquids.
• Sidewalks and driveways not more than 30 inches above adjacent grade, and not over any basement or story below and are not part of an accessible route.
• Painting, papering, tiling, carpeting, cabinets, counter tops and similar finish work.
• Prefabricated swimming pools accessory to single or two-family dwellings that are not greater than 4' deep.
• Shade cloth structures constructed for nursery or agricultural purposes.
• Swings and other playground equipment accessory to detached one and two-family dwellings.
• Window awnings supported by an exterior wall that do not project more than 54 inches from the exterior wall and do not require additional support.

Plumbing and Electrical permits are issued by the State of Idaho Division of Building Safety  and are required for any plumbing and electrical work. No plumbing permit is required for the clearing of stoppages or repairing of leaks in pipes, valves, fixtures, appliances or appurtenances of any plumbing system when such work does not involve or require any functional rearrangement of pipes, valves or fixtures comprising the plumbing system (§ 54-2621).
