CITY OF DRIGGS, IDAHO, REQUEST FOR PROPOSALS – PROJECT MANAGER / COORDINATOR SERVICES – STREAM RESTORATION:
TETON CREEK RESTORATION AND FLOOD HAZARD MITIGATION PROJECT

RFP SUMMARY: The City of Driggs is soliciting proposals from individuals or firms experienced in coordination of permitting and construction of ecological restoration projects, particularly those involving streams and alluvial floodplains. This project, funded by a Hazard Mitigation grant from the Federal Emergency Management Agency (FEMA), will restore a total of 1.5 miles of creek channel. Tasks include coordination of federal and state permitting, review of project design (design procurement advertised separately), communication with stakeholders, construction supervision, coordinating the donation of project materials, and assisting City staff with land owner agreements, project tracking and reporting. The ideal consultant will have experience in coordinating or managing stream and floodplain restoration projects and obtaining required federal and state permits for such activities. The project is subject to certain federal funding rules, requiring any awarded contract to contain the applicable provisions described in Appendix II to Part 200 of the Uniform Rules (linked in full RFQ). Furthermore, the City of Driggs hereby notifies all interested contractors that it will affirmatively ensure that in any contract entered into pursuant to this solicitation, minority and women-owned business enterprises will be afforded full opportunity to respond and will not be discriminated against on the grounds of race, color, sex or national origin in consideration for an award.

RFQ SUMMARY: The City of Driggs is soliciting Statements of Qualifications from firms qualified to prepare construction drawings, specifications, provide bidding stage support and construction engineering and inspection services for the Teton Creek Restoration and Flood Hazard Mitigation project to restore 1.5 miles of creek channel and reduce flooding risk. Â Tasks include topographic survey, construction drawings, specifications and bid documents, permitting assistance, construction engineering and inspection, and project documentation required by the funding agency (FEMA). The ideal consultant will be experienced in fluvial geomorphology, stream and ecological restoration project design and oversight.
