AX26-1 Annexation and Zone Map Amendment

Teton County Fairgrounds

SUMMARY: Teton County and the Teton County Fair District are requesting annexation of the Teton County Fairgrounds property at 138 Fairgrounds Drive into the City of Driggs. The annexation request includes four parcels totaling the fairgrounds property: RP05N45E237200, RP000440000100, RP000440000090, and RP00044000007A. The property is contiguous to the existing City limits and is located within the City of Driggs Area of Impact.

The property is accessed from Fairgrounds Drive, which runs along the southern property boundary. The County has received approval to connect the property to City water and sewer services, with the approved utility connection point located on Rodeo Drive. A private utility easement has also been secured along the western property line to facilitate utility service extensions.

The City of Driggs and Teton County are coordinating on a proposed FAIR zoning designation for the property. The proposed zoning district would be incorporated into the City's Land Development Code through a future amendment.

REVIEW PROCESS: A Neighborhood Meeting is required for annexation applications under Article 14.2.2 of the Driggs Land Development Code (LDC) and must take place before any public hearings. The Neighborhood Meeting will be scheduled for a future date. Annexations are also subject to Article 14.10.3, which includes the related Zoning Map Amendment process. The Planning & Zoning Commission (PZC) will review the annexation and the proposed zoning at a public hearing where they will have the opportunity to provide a recommendation to City Council. City Council will then hold a separate public hearing and make a final decision on the application. As part of the review, the PZC or City Council may request studies to assess potential social, economic, fiscal, or environmental impacts of the proposed annexation.
