Highland Heights Apartment Complex - Full Plat Subdivision
The PUD Subdivision Concept Plan application is proposing a multi-building apartment complex on a parcel directly south of Valley Centre Park and Buffalo Junction Townhomes. 12 apartment buildings housing 208 units are proposed to be developed in two phases on the 12.76-acre parcel. The number of units requires approval of a density bonus, and 28 of the units are proposed to be workforce housing. Park space contiguous with Valley Centre Park is proposed. The development would be accessed to the west by a new road from Highway 33, and to the north by an existing right-of-way from Buffalo Junction Loop.
This application will be processed through the Full Plat PUD Subdivision process, although it is acknowledged that the individual buildings will not be individually platted. During the first phase, the Master Plan will be reviewed and all roads should be platted. Additional phases may be processed through the Site Development Permit process. All impacts will be comprehensively reviewed with the Master Plan and first phase. Each phase should stand alone.
The lot is designated RM-2 Residential Multi-Family.
The Driggs Planning & Zoning Commission considered this concept plan submission at the regularly scheduled January 10, 2024 meeting. At that time the Commission declined to make a motion. The concept plan submission will be heard again at a future Planning & Zoning Commission meeting. Then a neighborhood meeting will be scheduled, and future public hearings will be scheduled.
