SUB24-2 Apartment Complex Full Plat Subdivision - Concept Plan

Epic Endeavors

PROPERTY HISTORY: The current owner, Epic Endeavors LLC, submitted a request for a zone map amendment in 2021. At that time, the parcel was zoned entirely RS-7 Single & Two Family Residential. Ultimately, City Council granted the requested zone change to RM-2 Residential Multi Family, with the following conditions: (1) Execution of an avigation easement; (2) Dedication of a 30’ ROW on the north property boundary and a 60’ ROW aligning with that on the properties to the west; (3) Short-Term Rentals (rentals of 30 days or fewer) shall be prohibited in at least 50% of total units, to be recorded in the CCRs and enforceable by the City as an enduring provision of this agreement; (4) A Development Agreement reflecting the above referenced conditions shall be written, signed, and recorded prior to the submittal of any subsequent planning or building application. A Development Agreement reflecting these conditions was recorded on August 15, 2022 as Inst. No. 277294. The Avigation Easement was recorded on August 15, 2022 as Inst. No. 277293.

PROJECT SUMMARY: The Subdivision Concept Plan application is proposing a multi-building apartment complex on a 12.07-acre lot on the north side of Ross Ave. The proposal indicates a total of 240 units in 11 buildings, dedicates public road, and will require extension of water and sewer mains.  Phases are not indicated on the Concept Plan, but may be allowed. If intended, a phasing plan should be included with Preliminary Plat application.

REVIEW PROCESS: The Developer is proposing an apartment complex that would create 240 units, dedicate public road, and require extension of water and sewer mains. This application will be processed through the Full Plat Subdivision process (Art. 14.5.6) and considered a Large-Scale Subdivision (Art. 14.5.11)
