ZC26-2 Zone Map Amendment
Valley of the Tetons Library - Zone Map Amendment

PROJECT SUMMARY
The applicant is requesting a zone change for parcel RPA00140050070, a 0.57-acre parcel located at the corner of North Main St. and E. Harper Ave., from Recreation (REC) to Civic (CIV). The stated purpose of the zone change is to accommodate development of a new public library. The current REC zoning is intended to accommodate recreational uses, while the proposed CIV zoning is intended to accommodate civic and public uses. The proposed Community Cornerstone Project would include library services, community meeting and gathering spaces, makerspace programming, educational resources, technology access, cultural programming, and workforce development opportunities.
PROPERTY SURROUNDINGS
The subject property is located on E. Harper Avenue in an area that includes a mix of existing uses. The property is currently zoned Recreation (REC). The applicant is requesting a change to Civic (CIV) zoning.
The parcel immediately north is zoned Civic (CIV), and the parcel immediately east is zoned Neighborhood Mixed Use (NX). Properties across E. Harper Ave. to the south are zoned Commercial Mixed Use (CX), with an additional Neighborhood Mixed Use (NX) property to the southeast. Highway 33 forms the western boundary of the subject property.
Because the application is for a Zoning Map Amendment rather than a development application, the requested zone change would establish the zoning designation for the property but would not approve a specific site plan, building design, or other details of future development.
APPLICATION REVIEW PROCESS:
Overview

Neighborhood Meeting

Current Status: The neighborhood meeting for this proposal will be held on October 29, 2026 from 4:00 - 6:00 p.m. See meeting details here
