Qualified Workforce Housing Incentive Program (QWHIP)
What is QWHIP?
The Qualified Workforce Housing Incentive Program (QWHIP) is the City of Driggs’ tool to encourage the creation of deed-restricted workforce housing within the city limits. The program allows developers to build workforce housing units in exchange for development incentives such as increased density, lot coverage, building height, and certain fee or mitigation waivers.
QWHIP is designed to increase the supply of long-term affordable rental and ownership housing for people who work in Teton Valley. All workforce units produced through the program are permanently deed-restricted to ensure they remain affordable for current and future local households.
The program applies to residential and mixed-use developments and ensures that a meaningful share of new housing remains attainable for employees of businesses located in Teton County, Idaho or Alta, Wyoming.
Why does QWHIP exist?
QWHIP was created to:
- Support local businesses
- Reduce commuting burdens
- Provide long-term housing affordability
- Ensure the local workforce can continue living in the community they serve
