Robertson Appeal of SD25-5 Stone Ridge Townhomes Site Development Permit

SUMMARY
On August 10, 2026, Matthew Robertson submitted an appeal application requesting that the Planning and Zoning Commission overturn the approval of Site Development Permit SD25-5, Stone Ridge Townhomes. The original approval was issued by the Planning & Building Director/ Administrator. The appeal fee was paid on August 13, 2026, and additional materials submitted on August 11, 2026, are included in the appeal application materials.
The Site Development Permit was approved on July 27, 2026, with a minor correction issued on July 28, 2026. The approval allows site development and construction of eight townhome units within the Stone Ridge Townhomes development, which were originally platted in 1997 and annexed into the City of Driggs in 2022 pursuant to Ordinance 455-22.

PROPERTY HISTORY
Stone Ridge Townhomes was originally platted in Teton County in 1997 by Instrument No. 126675. The development was annexed into the City of Driggs in December 2022 through Ordinance No. 455-22, establishing the Stone Ridge Planned Unit Development (PUD-SRT) and applicable development standards.
REVIEW PROCESS
Overview
Under Article 14.3.7 of the Driggs Land Development Code, the City provides an administrative process for appeals and requests for reconsideration. The Planning & Building Director (Administrator) was the decision-making body for the Site Development Permit approval. The appeal requests review of this decision by the Planning and Zoning Commission. A written decision shall be provided to the applicant or affected person within 60 days of receipt of the completed appeal application. The decision of the Planning and Zoning Commission may be appealed to the final decision-making body, in this instance, City Council.
20 affected property owners petitioned for a public hearing. Therefore, the City has scheduled a public hearing before the Planning & Zoning Commission to consider the appeal of Site Development Permit SD25-5 at its regular meeting on September 9, 2026.

This appeal is reviewed under Article 14.3.7 of the City of Driggs Land Development Code, the Site Development Permit approval criteria in Article 14.6.3, the Stone Ridge Planned Unit Development (PUD-SRT) standards, and Ordinance No. 455-22, which established the terms of the 2022 annexation.
