CUP25-1 Conditional Use Permit

Alpine Range Hotel - Conditional Use Permit

SUMMARY: An application for Conditional Use Permit was submitted on October 21, 2025, for a proposed hotel located at the southwest corner of South Main Street and East Short Street in Downtown Driggs. A Conditional Use Permit is required for hotels with more than 30 rooms in the DX (Downtown Mixed Use) zoning district. The proposed project is approximately 1.36-acres in size and includes five parcels zoned DX and located at Short Street and Main Street: RPA00000352900, RPA00000352900, RPA00000352930, RPA00000352950, and RPA00000352960.

The proposed hotel is a 4-story shop front building with the main entrance on Main Street, restaurant access on the north side, and parking on the east side of the property with 76 spaces. The site plan depicts a total building footprint of 17,589 sq. ft. The the ground floor consists of 1,176 sq. ft. of retail space and 3,015 sq. ft. of restaurant space. The 2nd, 3rd, and 4th floors contain a total of 43,757 sq. ft. of guest accommodations, and a rooftop terrace on the 4th floor. The plan also includes landscaping and sidewalk improvements.

APPLICABLE PLANS & ORDINANCES: Chapter 14 and Chapter 10 of the Driggs Land Development Code, as adopted by Ordinance 374-16, Effective 9/29/2016; last amended by Ordinance 490-25, Effective 8/19/2025.

REVIEW PROCESS: This proposal is considered a Hotel/Motel (more than 30 rooms), which is permitted as a conditional use within the DX—Downtown Mixed-Use zoning district. The review process for conditional uses is outlined in Chapter 14 of the Land Development Code, and the definition of this use is defined in Chapter 10. The use may be allowed only after a public hearing and approval by the Planning & Zoning Commission. Conditional uses are subject to all other relevant requirements of the Land Development Code, including any applicable use standards, unless such standards are expressly modified as part of the conditional use approval process. The intent of a Conditional Use Permit is to ensure that potential impacts on the public and surrounding properties are appropriately mitigated through specific conditions or design requirements. The Planning & Zoning Commission serves as the final decision-making body for Conditional Use Permits following a public hearing. The Commission may require studies addressing the social, economic, fiscal, or environmental effects of the proposed use, as well as any aviation hazards as defined in §21- 501(2) of Idaho Statute. (§67-2512).

The Planning and Zoning Commission will hold a public hearing on Wednesday, December 10, 2025 where they will review and issue a final decision the Conditional Use application.
