DR24-5 Design Review

Highland Heights Apartment Complex


SUMMARY: The City of Driggs Planning & Zoning Department received a Design Review - Sketch Plan application from Craig Coats - Alliance Consulting on behalf of Travis Wells - WM Investments LLC. The Sketch Plan application is for a two-building apartment complex totaling 57 units located at Courthouse Dr. and Birchberry Dr. in Lot 1, Block 55 of the Huntsman Springs (Tributary) PUD Phase 1. The lot is zoned PUD-T-R Tributary PUD Residential and is within the Design Review Overlay (DX Zone).

REVIEW PROCESS: The subject lot is located within the Tributary PUD which requires Design Review approval, so the project is subject to the standards of Driggs LDC Appendix A in addition to the underlying PUD zone standards. The Applicant submitted a Final Design Review Application on January 29th. The Final Design Review application was considered by the Design Review Advisory Committee (DRAC) at a meeting on March 3, 2025 where they motioned to make a recommendation of approval with conditions to the Planning & Zoning Commission (PZC). The PZC will make a final decision on the application at a public meeting on April 9, 2025.
