PA24-4 Plat Amendment
Aspen Pointe Townhomes - Insignificant Plat Amendment
SUMMARY: The applicant is requesting to shift 22 townhome lots from where they are currently platted into a different configuration. The lots are currently developable. The applicant has indicated a desire to reduce the amount of development that would take place in the effective floodplain and consolidate the developed area.
SUBDIVISION HISTORY: The Aspen Point Subdivision was originally platted in 1997 when this area was within the county’s jurisdiction. Since that time, some areas of the subdivision have developed, but the area that is subject of this plat amendment, Block 1, has remained undeveloped. In 2022, the city initiated the annexation of the entire Aspen Point Subdivision, along with the Stone Ridge Townhomes on the other side of Ski Hill Road. Upon annexation, the Aspen Point Subdivision was rezoned to PUD-APT Aspen Point Townhomes, a zone specific to this subdivision which reflects the development standards agreed upon between the county and the developer at time of platting.
REVIEW PROCESS: This proposal is considered an Insignificant Plat Amendment per §14.13.4 of the Driggs Land Development Code (LDC) – To qualify as an insignificant amendment, the proposed changes have minimal direct impact on the immediate neighborhood, general vicinity of the subdivision or overall community and conform to the approval criteria of this Section. Insignificant Plat Amendments are reviewed against the criteria in 14.13.4.D, the Planning Administrator provides a recommendation and then the City Council makes a final decision during a public meeting. A discussion of the Approval Criteria is below. After plat amendment approval, the developer will pursue a Site Development Permit, during which all infrastructure improvements will be closely reviewed. In the image below Aspen Point Block 1 is highlighted in green. 22 townhomes are currently platted with orange lines. After approval of the Site Development Permit, common infrastructure can be built and building permits can be pursued.
