Grand Targhee 5th Street Housing
SUMMARY: On June 13, 2025 Jorgensen Associates, representing 5th Street Housing, LLC, submitted an application for Site Development Permit to initiate site improvements on approximately 0.75-acres located on Lots 6, 7, and 8 of the Driggs First Addition, adjacent to South 5th Street. The parcels (RPA00170060060, RPA00170060070, and RPA00170060080) are zoned RM-2 Residential Multi-Family and fall within the Big Game Migration Corridors and Seasonal Range overlay.
The Site Development Permit application proposes grading and earthwork, installation of public utilities including water and sewer, construction of sidewalks and construction of a connecting portion of Teton Avenue to link with the existing existing gravel alley for vehicular access.
Included with the application is a site plan which shows five multi-family residential buildings--intended as employee housing for Grand Targhee Resort staff--with two buildings each comprising eight two-bedroom units (16 units total) and three buildings each comprising 12 studio units (36 units total). The plan also shows a parking lot with 29 spaces. The site plan notes a projected schedule with construction beginning in fall 2025 and concluding in the fall of 2027.
PROJECT HISTORY: The property owner, represented by Jorgensen Associates, was granted a zone map amendment approved by City Council on July 16, 2024 to rezone Lots 6, 7 and 8 of Block 6 of the Driggs First Addition, approximately .75 acres from RS-7 Single and Two-Family to RM-2 Residential Multi-Family.
REVIEW PROCESS: For Site Development Permits the Administrator is the review authority except when, at the Administrator’s discretion, Site Plans for projects over 5,000 square feet or that disturb more than 5,000 square feet of ground are forwarded to the Planning and Zoning Commission for review during a public meeting in accordance with Article 14.3. This Development is more than 5,000sf.
APPLICABLE CODES & ORDINANCES: Site Development Permits are governed by Art. 14.6 of the Land Development Code .
