SD25-6 Site Development Permit

North Beacon Multi-Family/Mixed Use Apartments

SUMMARY: This project is on a 2.3 acre parcel at 544 Moraine Court (RPA04900050020; LOT 2A BLK 5 VALLEY CENTRE II SUB SEC 23 T5N R45E). The parcel is zoned CC-Commercial Corridor and falls within the Driggs City/AOI Design Review Overlay.

The project consists of 4 three-story mixed-use buildings, totaling 68,492 square feet. The total project would result in 17 two-bedroom units and 37 one-bedroom units for a total of 54 units on the upper floors of each building, and commercial space on the ground floor of each building.

Building One consists of 4 two-bedroom, two-bathroom apartments and 8 one-bedroom apartments with commercial space on the ground floor totaling approximately 16,404 square feet.
Building Two consists of 5 two-bedroom, two-bathroom apartments and 9 one-bedroom, one-bathroom apartments with commercial space on the ground floor totaling approximately 19,284 square feet. Buildings Three and Four consist of 4 two-bedroom, two-bathroom apartments and 10 one-bedroom, one-bathroom apartments with commercial space on the ground floor totaling approximately 16,402 square feet each.

The development will connect to city water and sewer. Site work is proposed to begin in September of 2025.

BACKGROUND: The applicant submitted a Design Review application in September 2024. The application was approved, with conditions, by the Driggs Planning & Zoning Commission on May 14, 2025.

APPLICABLE CODES & ORDINANCES: Site Development Permits are governed by Art. 14.6 of the Land Development Code (LDC) and Appendix A of the LDC.

REVIEW PROCESS: For Site Plan Review the Administrator is the review authority except when, at the Administrator’s discretion, Site Plans for projects over 5,000 square feet or that disturb more than 5,000 square feet of ground are forwarded to the Planning and Zoning Commission for review during a public meeting in accordance with Article 14.3. This development is more than 5,000sf.
