SD25-7 Site Development

Highland Heights Apartment Complex

SUMMARY: The City of Driggs Planning & Zoning Department has received a Site Development Permit application from Alliance Consulting on behalf of WM Investments LLC, in order to develop a two-building apartment complex totaling 57 units located at Courthouse Dr. and Birchberry Dr. in Lot 1, Block 55 of the Huntsman Springs (Tributary) PUD Phase 1. The lot is zoned PUD-T-R Tributary PUD Residential and is within the Design Review Overlay (DX Zone) and the Priority Wetland Habitat Overlay (NWI).

BACKGROUND: The subject lot is located within the Tributary PUD which requires Design Review approval. The Design Review Application was considered by the Design Review Advisory Committee (DRAC) at a meeting on March 3, 2025 where they motioned to make a recommendation of approval with conditions to the Planning & Zoning Commission (PZC). Subsequently, at their April 9, 2025 meeting, the PZC approved the application, with conditions.

REVIEW PROCESS: The subject lot is located within the Tributary PUD, therefore the project is subject to the standards of Driggs LDC Appendix A in addition to the underlying PUD zone standards, and Article 14.6 of the Driggs Land Development Code. The Site Plan and proposed vertical development will be reviewed against the Driggs Design Standards and Guidelines (Appendix A), in addition to the underlying PUD zone standards, and Article 14.6 of the Driggs Land Development Code .
