SUB19-2 Subdivision Final Plat
Tributary Phase III
In 2019, the applicant submitted a Preliminary Plat application to create Phase III and amend City Phase I of the Tributary PUD (formerly known as Huntsman Springs PUD) as well as vacate existing City Phase II. The proposed Preliminary Plat for Ph III requested carving off two new parcels from the existing “Driving Range” tract which front Hwy 33, realign Huntsman Springs Drive (to be renamed Tributary Drive) as it runs south of this tract, plat the “Clubhouse” tract, carve off ~7,500sqft of the Clubhouse tract as a new parcel, create the new proposed 7.5 acre park, and privatize former Huntsman Springs Drive and Woodland Star Drive as it runs along the Clubhouse to its point of intersection with Primrose. In exchange for the new 7.5 acre public City park, the City has agreed to convey the three existing public parks located within the PUD back to the Developer. The new Ph III subdivision results in 6 total lots (shown in dark purple on Figure I). Ph I amendments were proposed in order to distinguish ownership of the remainder of Primrose Street and Woodland Star Drive, as well as the east-west roads that run through current Ph I. New proposed Tract I is intended to serve as a public park and Tracts 3, 4, 4A, 7, and 8 will designate private vs. public road ownership as per the Tributary PUD Master Plan Amendment (File No. SUB19-1). Phase II as platted includes 12 residential lots and includes the continuation of Goldenrod Street as well as the Blue Camas Avenue east/west road. No public infrastructure has been installed (road or utilities) to these lots and all are under the ownership of Driggs Acquisitions LLC.
City Council approved the Preliminary Plat reflecting these changes, as well as an updated Development Agreement, during a public hearing on August 6, 2019. A Preliminary Plat Approval Letter was issued on October 9, 2019, marking the date on which the applicant can begin work and the beginning of the two years allowed for completion of the required improvements. On September 28, 2021, the applicant submitted a request for extension, requesting an additional six months to complete the required work. On October 19, 2021, Council granted the extension to April 19, 2022. The applicant submitted their Final Plat application on April 14, 2022.
City Council reviewed the application for Final Plat on June 7th, 2022 at a public meeting, ultimately approving the final plat with the conditions listed on the staff report.
