Inspirada Ranch Subdivision (AOI)


SUMMARY: “Inspirada Ranch” is a proposed subdivision of 73 single-family residential lots on a 160-acre parcel, plus 4 additional parcels totaling 40.26-acres, located northeast of the airport runway. The subdivision proposes to use individual wells and septic tanks.

The 160-acre property is located in the Driggs Impact Zoning (A-2.5) which allows a 2.5 acre density. The four parcels totaling 40.26-acres to the east are zoned RN-5. The proposed subdivision includes 16.6 acres of to be deeded open space that individual property owners will own but not be able to develop on. An amenity building, pond and another amenity building along with a trail system is proposed.

Acreage along the northern half of the parcel is proposed to remain open for future trail connectivity for a possible future pathway along 2500 N. The applicant suggests that all proposed roads will have a minimum 50’ ROW. The owner also owns additional property to the east, outside of this subdivision, which could be added as open space. A canal runs along the southeast of the parcel; this will be maintained, with additional open space proposed around it.

It is within the Driggs Area of Impact and is zoned A-2.5, which calls for the preservation of agriculture.  The project site falls within the Airport Overlay. The Comprehensive Plan identifies this area as being appropriate for Estate Residential. 

A Pre-Application meeting was held with county and city staff on May 7, 2024. A Concept Plan application was submitted in July of 2024 and deemed complete on September 9, 2024. Revised materials were submitted by the applicant on January 24, 2025. The Concept Plan application will go before a Joint City of Driggs and Teton County Planning & Zoning Commission at a public hearing on March 11, 2025. The meeting will be held at 5:00 PM in the First Floor Teton County Commissioners Meeting Room at the Teton County Courthouse.

APPLICABLE CODES: Teton County Code Title 7 Chapter 1- Driggs Area of City Impact Ordinance specifies, under A.3., Teton-County Subdivision Regulations apply, with exceptions to include City of Driggs Subdivision Design Standards (Title 1, Chapter 4), City of Driggs Subdivision Improvement Standards (Title 10, Chapter 5), and City of Driggs PUD Regulations (Title 10, Chapter 6).  Applicable County subdivision regulations are Subdivision Concept Plan Review pursuant to Title 9, Chapter 3 Teton County Subdivision Ordinance, (revised 5/16/2013); the City of Driggs Comprehensive Plan (dated 2007 and last updated in 2015); and the most recent (2019) Driggs Transportation Plan.

REVIEW PROCESS: Because this application proposes more than ten lots, falls within overlays, and will have a large impact on the surrounding neighborhood the Concept Plan will be reviewed by a Joint Teton County and City of Driggs Planning & Zoning Commission at a public hearing on March 11, 2025 at 5:00 PM in the First Floor Commissioners Meeting Room at the Teton County Courthouse.

Upon Concept Plan approval, the applicant will prepare a Preliminary Plat application which will also be considered by the Joint Commission at a future public hearing. The Joint Commission will consider making a recommendation to the Board of County Commissioners (BoCC), which will make a final decision. Upon Preliminary Plat approval, improvement plans and Final Plat materials will be submitted and reviewed by the Administrator and considered by the BoCC at a public hearing. Upon the recordation of the development agreement, improvement plans, and financial surety submission, the applicant may begin construction.
