SUB24-9 - Full Plat Subdivision - Preliminary Plat
Belle Vue Subdivision
PROJECT SUMMARY: The project proposes a 62-lot single-family residential subdivision, with parks and open space, for a total of 66 platted lots. The project is located on the south side of LeGrand Pierre Avenue, east of the elementary school.
PROJECT HISTORY: A concept plan was received on 6/2/21. An updated concept plan was received on 9/8/21. The concept plan application was administratively approved with a list of items to be addressed in the preliminary plat application. An incomplete preliminary plat application was received on 5/24/22, and 2/20/23. A complete preliminary plat application was received on 7/17/23. During review of this application submittal and during a Planning & Zoning Commission public hearing in November 2023, it was confirmed that the previous submittals had expired and the proposed development shall conform to the current version of the Land Development, as noted below. The applicant submitted an updated Preliminary Plat on July 29, 2024. Because the previous materials were expired, the application changes were reviewed at the concept stage by the Planning & Zoning Commission on November 11, 2024 at the regularly scheduled meeting.
Preliminary plat materials were submitted on December 2, 2024 and were reviewed at a public hearing during the February 12, 2025, regular Planning & Zoning Commission meeting where a unanimous decision was made to table the item in order to receive the requested updated materials: 1. Preliminary Plat; 2. Parks and landscaping plan; 3. Updated improvement plans; 4. Updated stormwater management plan; 5. Updated fiscal Impact Analysis; 6. Cost Estimate; 7. CCRs for the development; 8. Documentation from the canal company on proposal review. If materials are not presented within twelve (12) months the application will expire.
APPLICABLE CODE: The codes effective at the time of the submission (7/29/2024)Â of the complete preliminary plat application are: The Land Development Code adopted by Ordinance 459-23, the 2020 Comprehensive Plan , and the 2019 Transportation Plan .
REVIEW PROCESS: This proposal constitutes a Full Plat Subdivision per §14.5.6 of the Driggs Land Development Code (LDC). The Full Plat Subdivision Preliminary Plat will be reviewed at a public hearing by the Planning & Zoning Commission (PZC) on April 9, 2025. The PZC will provide a recommendation on the proposal to the City Council. City Council will make a final decision and negotiate a Development Agreement. The development meets the definition of a Large-Scale Development, which triggers requirements for an analysis of financial and public service impacts.
