Tributary Stonefly Cabins - Preliminary Plat

SUMMARY: This preliminary plat application proposes the creation of 11 single-family cabin lots within a 5.46 acre parcel of the Stonefly Addition of Tributary. The 11 individual lots will be privately owned and range in size from 0.08 acres to 0.09 acres, totaling approximately 0.96 acres. Each lot is designed to include the footprint of a cabin and its associated detached golf cart structure. The remaining 4.50 acres will be designated as common or limited common area and maintained by a property owner’s association. These shared areas include open space, circulation areas, and two single-story parking garage buildings located on common property. The garages will provide a total of 11 enclosed parking stalls with storage and will also be owned and managed by the association.
Building permits have been issued by the City of Driggs for the 11 cabins, detached golf cart structures, and parking garages. As part of the development process, City planning staff are ensuring that all required subdivision procedures and approvals are completed to align with the building permit process. Major utilities and infrastructure improvements have been installed and approved for substantial completion by the Driggs Public Works Department, and all units are connected to City water and sewer services.
APPLICABLE CODE: The code effective at time of submission (1/9/26) of the complete preliminary plat application are: The Land Development Code adopted by Ordinance 492-25, Effective 11/26/25, the 2020 Comprehensive Plan, and the 2025 Transportation Plan.
REVIEW PROCESS: The application constitutes a Full Plat Subdivision (Art. 14.5.6 of the LDC). The Tributary PUD Master Plan will be considered alongside the application. Full Plat approval is a three-step process.
The first step is Concept Plan Review. The Administrator will advise the applicant of general conformance or non-conformance of the application with the LDC. For large or complex proposals the Administrator may, at their discretion, present the Concept Plan to the Planning & Zoning Commission (PZC) for review and comment. As such, this submittal will be reviewed by the PZC during a future public meeting.
The next step is Preliminary Plat. The PZC will consider the Preliminary Plat application at a future public hearing and provide a recommendation to the City Council. City Council will then hold a future public hearing and make a final decision on the preliminary plat application. If a preliminary plat application has not been submitted within 9 months after the Concept Plan Review has been issued, then a Concept Plan Review must be resubmitted.
Finally, Final Plat approval is granted from the City Council after all improvements have been installed and inspected. All recommendations and approvals require public hearings except for the Final Plat. (See Article 14.1, Summary of Review Authority).
