The project limits can be viewed on the 65% Design Plans . The project will restore 7,706 feet (1.46 miles) of stream channel and associated floodplain using bio-engineered structures; and has been designed to reduce flooding risk to homes and infrastructure, restore appropriate channel dimensions to provide sediment and flood conveyance, provide stable streambed and streambanks, rebuild lost floodplain, regenerate native vegetation, restore natural flow conveyance, provide fish and wildlife habitat, and convey floodwater across the floodplain. The project has been designed to meet the following goals: 1) reduce flooding and avulsion potential to mitigate risk to infrastructure and lifelines for City and County residents; 2) increase lateral channel stability using bioengineered restoration techniques and nature-based solutions; 3) stabilize banks and the floodplain to improve sediment transport and capture, reduce aggradation rates, and improve hydrologic function that will meet future conditions; 4) address climate change by reducing stream temperature, by restoring cold water refugia habitat for Yellowstone cutthroat trout, and by planting thousands of native plants and trees, and 5) work with community partners and agencies to ensure the project builds long-term resiliency.

Phase I (Design & Permitting) began in June 2024 and the expected duration is 12 months to complete the following activities:

• Obtain landowner permissions for surveys (phase I)
• Cultural Resources Survey
• Topographic and Bathymetric Survey
• Advance Design from 65% to 100%, with review by agencies & public at 90%
• Obtain permits from state and federal agencies
• Obtain landowner permissions for construction (phase II)
• Secure donated project materials
• Update Benefit Cost Analysis
• Receive Phase II Grant Agreement

When the Environmental Assessment draft report is completed, a public comment notice will be advertised, posted here and mailed out to property owners in the project area. Several meetings for Project Stakeholders (owners/residents within the project area, Teton Creek Flood Control District, state agencies) will be scheduled in Phase I. The first meeting was held on October 17th. The current project is considered to be Phase 6 in a series of projects to stabilize Teton Creek between the Idaho/Wyoming state line and Highway 33 that began in 2006. The efforts were spearheaded by Friends of the Teton River and supported by prior FEMA grant funding and involved the creation and participation of the Teton Creek Flood Control District. The City began seeking funding for Phase 6 in 2019 and finally received an award of funding in 2024 from FEMA through the Hazard Mitigation Program, as a subrecipient of Idaho Office of Emergency Management.
