Parkside
SUMMARY: A coalition of land owners proposes a rezone from Residential Single-Family & Two-Family (RS-7) to Residential Single-Family & Two-Family (RS-3) of 23 lots in total. The subject properties are located at South Fifth Street and E Fremont Avenue in the 1st Addition to Driggs, Plat 1384400 (the Properties) and include: Block 6, Lots 1W, 2E, 3, 4, 5, 9W, 10E, 11, 12, 13, 14, 15, & 16 Block 7, Lots 1,2,3,4,5,6,7,8,9, & 10.
The applicants propose to re-zone these properties from Residential Single-Family & Two-Family (RS-7) to Residential Single-Family & Two-Family (RS-3) which allows for smaller lot sizes, smaller setbacks, and greater lot coverage, generally allowing for more density. In the applicant’s narrative, the owners state a desire to split some or all of the subjects lots and develop this area with smaller single family homes, in order to create more opportunity for “attainable ownership.”
PROJECT HISTORY: A neighborhood meeting was held at City Hall and on Zoom on October 24, 2024. The application then went before the Planning & Zoning Commission at a Public Hearing during the November 13, 2024 meeting. The Commission ultimately tabled the item at that hearing, requesting additional information from the applicant.
APPLICABLE CODE: The codes effective at the time of the submission (7/18/2024) of the complete zone map amendment application is the Driggs Land Development Code, last amended by Ordinance 459-23; and the Driggs Comprehensive Plan, adopted by Resolution 379-20 on 11/4/2022.
REVIEW PROCESS: Zone Map Amendments are governed by Art. 14.9 of the Driggs Land Development Code and Idaho State Statute Title 67 Chapter 65 the Local Land Use Planning Act, specifically Sec. 67-6511. As such, the applicant is required to host a neighborhood meeting. The Neighborhood Meeting was held on October 24, 2024. The proposal will be considered by the Planning & Zoning Commission at a public hearing on April 9, 2025 where they will make a recommendation on the application to City Council. City Council will make a final decision on the application at a future public hearing.
