Driggs City Council will hold public hearings at 60 S. Main St. in Driggs City Hall and virtually via Zoom on Tuesday, March 17, 2026, at 6:00 pm. There will be opportunity for the public to comment on public hearing items. Information on accessing the meeting and the agenda is available at DriggsIdaho.org and at City Hall. The public hearing and meeting items are as follows:
Public Hearing PA24-9: Tributary PUD Master Plan & Land Development Code Text Amendments—Significant Plat Amendment:
City Council will hold a public hearing to consider the proposed Significant Plat Amendment to amending the Master Plan for the entire Tributary PUD with the associated Land Development Code Amendments necessary. Proposed changes include increasing the acreage of the PUD from 1,497 acres to 1,512 acres, shifting the approved density within different phases and areas within the PUD (most notably increasing the previous amount within Phase IV of the development), and modifications and eliminations of some of the street layouts within the development. The PUD Master Plan Amendment also requires an associated land development code text amendment to amend the portions that reference the Tributary PUD and associated PUD zone districts. These proposals were considered by the Planning & Zoning Commission during public hearings on August 13, 2025, November 12, 2025, and December 10, 2025. After the third public hearing on December 10, 2025, the Planning & Zoning Commission ultimately made recommendations of conditioned approval for the plat amendment and for the Land Development Code text amendments. Review Process & Criteria: The project is located both within the City of Driggs and the Driggs Area of Impact and subject to review as per the Driggs Land Development Code and Driggs Area of Impact Agreement where applicable. Driggs City Council and the Teton County Board of County Commissions approved a jurisdiction determination in February 2025, identifying the City of Driggs as the appropriate jurisdiction to review the Master Plan Amendment using the current Driggs Land Development Code and Driggs Comprehensive Plan. The City of Driggs P&Z Commission will evaluate the entire project based on conformance with those documents and plans. Following that recommendation, the Driggs City Council will hold a public hearing, consider the plat amendment and text amendments to the LDC, and render a final decision.
Public Hearing SUB25-2: Shoshoni Plains Phase VI—Preliminary Plat:
City Council will hold a public hearing to consider the Preliminary Plat for Shoshoni Plains Phase VI. Shoshoni Plains is a Master Planned Development, with an approved Master Plan. The developers are proposing to plat the next phase of the development – Phase VI. A concept application for Phase VI of Shoshoni Plains Subdivision and an update to the Master Plan were submitted to the City of Driggs on March 5, 2025. After a neighborhood meeting was held on June 2, 2025, the applicant revised the Master Plan and Phase VI Concept to address concerns raised by those who attended the neighborhood meeting, as well as the comments contained in Staff’s review memo. A re-submission changing the location of the phases was submitted on July 21, 2025. Phase VI is now planned to be north of LeGrand Pierre Ave, with subsequent phases completing the northern portion of the remaining master plan. Phase VI is planned to have 20 lots, extending Cahuilla Road, Guardian Peaks Lane, and LeGrande Pierre Ave for access. Open space planned for Phase VI totals 2.69-acres along the western and southern borders. Master Plan updates include realignment of north-south roads per comments from Public Works. There have been no changes to utilities, road names, or water rights in this revised application. The applicant proposes future phases of the subdivision to be processed approximately 16-24 lots at a time. A neighborhood meeting for the proposal was held on October 20, 2025. The Planning & Zoning Commission considered the application during a public hearing on January 14, 2026 where they made a recommendation of conditioned approval to City Council. Properly submitted comments (must include the project name or file number, respondents name, address and city, and position: in favor/neutral/opposed) received by 5 p.m. Monday, March 9, 2026 will be included in the staff report. Verbal comments can also be presented during the public hearing, by individuals attending in person and via Zoom. Verbal public comments are limited to 3 minutes per speaker. The applicant's testimony is limited to 15 minutes. The City is not responsible for technical difficulties.
