Victor Mountain Retreat - Final Design Review and Site Development
SUMMARY: The applicant has submitted a Final Design Review application in order to develop a 69-room hotel and potentially four additional commercial pads, all with onsite parking, on a vacant parcel 7.24-acre parcel located on SH 33, north of Tributary Drive and across from Rodeo Drive on parcel number RPA5N45E236602 . The project would also include the planned extension of Rodeo Drive as a public street. A subdivision proposal is mentioned in the narrative; however, the applicant stated in further communications with staff that would not be pursued that at this time. The applicant is concurrently pursuing the related Site Development Permit with this application.
An application for rezone of the subject parcel from RM-2 (Residential Multi-Family) to CC (Commercial Corridor) for the 7.24-acre parcel was conditionally approved by City Council on May 6, 2025.
APPLICABLE CODE & PLANS: Appendix A (Design Review Standards) and Article 14.6 (Site Development Permits) of the Driggs Land Development Code amended by Ord. No. 459-23, effective 2/15/2023
REVIEW PROCESS: The subject lot is located within the Design Review Overlay, therefore the project is subject to the standards of Driggs LDC Appendix A in addition to the underlying pending CC zone standards. The Final Design Review application will be considered by the Design Review Advisory Committee, which will provide feedback to the applicant and ultimately make a recommendation to the Planning & Zoning Commission (PZC). During a public meeting, the PZC will make a final decision on the application.
