SUB25-8 Subdivision

Victor Mountain Retreat - Subdivision Concept Plan

SUMMARY: The applicant has submitted a Subdivision Concept Plan application in order divide a 7.24-acre parcel (RPA5N45E236602 ) located on Highway 33, north of Tributary Drive and across from Rodeo Drive, into 6 lots. The applicant intends to develop a 69-room hotel and five additional commercial pads. Each lot is proposed to contain drive aisles, onsite parking, stormwater management and landscaping. The project would also include the planned extension of Rodeo Drive as a public street. The applicant is concurrently pursuing the related Final Design Review and Site Development Permit for this project.

An application for rezone of the subject parcel from RM-2 (Residential Multi-Family) to CC (Commercial Corridor) for the 7.24-acre parcel was conditionally approved by City Council on May 6, 2025.

APPLICABLE CODE & PLANS: The subject lot is located within the Design Review Overlay, therefore the project is subject to Appendix A (Design Review Standards); and Article 14.6 (Site Development Permits) of the Driggs Land Development Code amended by Ord. No. 490-25, effective 8/19/2025.

REVIEW PROCESS: This proposal constitutes a Full Plat Subdivision per §14.5.6 of the Driggs Land Development Code (LDC). Full Plat approval is a three-step process.

The first step is Concept Plan Review. The Administrator will advise the subdivider as to the general conformance or non-conformance with the LDC. For large or complex proposals the Administrator may, at their discretion, present the Concept Plan to the Planning & Zoning Commission (PZC) for review and comment. As such, the PZC will review and comment on the application during a future public meeting.

The next step is Preliminary Plat. The PZC will consider the Preliminary Plat application at a future public hearing and provide a recommendation to the City Council. City Council will then hold a future public hearing and make a final decision on the preliminary plat application. If a preliminary plat application has not been submitted within 9 months after the Concept Plan Review has been issued, then a Concept Plan Review must be resubmitted.

Finally, Final Plat approval is granted from the City Council after all improvements have been installed and inspected. All recommendations and approvals require public hearings except for the Final Plat. (See Article 14.1, Summary of Review Authority).

The Subdivision Concept Plan Review application will be reviewed by the Administrator for general conformance with the LDC. The application will then be considered by the Planning & Zoning Commission at a future public meeting. The P&Z Commission will review the application and provide comment.
