Victor Mountain Retreat - Concept Plan - Full Plat Subdivision

SUMMARY: The applicant has submitted a Subdivision Concept Plan application in order divide a 7.24-acre parcel (RPA5N45E236602 ) located on Highway 33, into 10 lots. The property is located north of Tributary Drive and across from Rodeo Drive, just to the south of Buffalo Junction and True Value Hardware Store. The applicant intends to develop a 69-room hotel on lot 2 of the northern portion of the property, 8 commercial pad lots or parking, and 1 right-of-way. Each lot is proposed to contain drive aisles, onsite parking, stormwater management and landscaping. The project would require the extension of water and sewer mains and includes the planned extension of Rodeo Drive as a public street.
A concurrent application for Design Review of a 69 room Cobblestone Hotel on lot 2 of the northern portion of the property is under review by staff. A zone change from RM-2—Residential Multi-Family to CC—Commercial Corridor was approved by City Council in May 2025 with conditions.
APPLICABLE CODE & PLANS: The subject lot is located within the Design Review Overlay, therefore the project is subject to Appendix A (Design Review Standards); and Article 14.6 (Site Development Permits) of the Driggs Land Development Code amended by Ord. No. 490-25, effective 8/19/2025.
REVIEW PROCESS: This proposal constitutes a Full Plat Subdivision per §14.5.6 of the Driggs Land Development Code (LDC). Full Plat approval is a three-step process.
The first step is Concept Plan Review. The Administrator will advise the subdivider as to the general conformance or non-conformance with the LDC. A neighborhood meeting is required for all Large Scale Subdivisions and will be held after the Concept Plan submittal has been reviewed for general conformance, and prior to Submittal of the Preliminary Plat application, unless another order of applications is appropriate. The neighborhood meeting for this application was held on February 4, 2026.
The next step is Preliminary Plat. The Planning & Zoning Commission will consider the Preliminary Plat application during public hearing on May 13, 2026 and provide a recommendation to the City Council. City Council will then hold a future public hearing and make a final decision on the preliminary plat application.
Finally, Final Plat approval is granted from the City Council after all improvements have been installed and inspected. All recommendations and approvals require public hearings except for the Final Plat. (See Article 14.1, Summary of Review Authority).
