Blue Dog - 415 E. Little Ave. - Subdivision Concept Plan


SUMMARY: The City has received a Concept Plan Review application for two contiguous short-plat subdivision concept plans. This project page is dedicated to the southern parcel located at 415 E. Little Ave (RPA0014021006A).

The revised concept plan is substantially unchanged from the expired 2024 version but now incorporates the fire‑truck turnaround, parking, sidewalk, and related items identified in the previous approval memo, along with recommendations from utility providers and Driggs Public Works. The applicant also notes that water‑rights dedication to the City and applicable density‑bonus requirements will be addressed during subsequent review stages. The five proposed southern parcels are zoned NX Neighborhood Mixed-Use and are in the Design Review Overlay. The Applicant is considering developing detached single-family homes, and possibly some shopfront homes adjacent to Little Avenue.

BACKGROUND: Two contiguous short‑plat subdivisions concept plans were originally approved on March 12, 2024. The prior approval lapsed before the short‑plat subdivision application was filed.

In 2022, the property owners requested zone changes for the subject parcels. Both parcels were zoned RS-7. The northern lot was amended to RS-3 zoning and a base density of four units was established (File No. ZC22-5). The southern lot was amended to NX zoning with the condition that convenience stores are a prohibited use (File No. ZC22-4). The zone change application for the southern lot was received prior to the effective date of the Density Bonus requirements. The conditions of approval for the southern lots (ZC22-4) are as follows: (1) Convenience Stores are prohibited. The conditions of approval for the northern lots (ZC22-5) are as follows: (1) The base density determination is 4 dwelling units.

REVIEW PROCESS: Prior to submitting an application for subdivision, a Concept Plan must be reviewed by the Administrator. Upon approval of the concept plan, the applicant will submit an application for Short Plat Subdivision. The purpose of the short plat procedure is to provide an alternative subdivision process that allows a simple subdivision application to be processed as both a preliminary plat and a final plat in a single process. Following a public hearing, the Planning and Zoning Commission submits a recommendation to the City Council, which then makes a decision without holding its own public hearing.
