SUB25-7 Subdivision - Concept Plan

Tributary Park Homes - Phase I

SUMMARY: Driggs Acquisition LLC has submitted an application for a Concept Plan for a 37 single-family residential lots on a 17.78-acre parcel (remnant parcels 26 and 27) located on Goldenrod Street, between the current Woodland Star Drive and Primrose Street. Access to the site is proposed via a portion of the existing Woodland Star Drive, Sunflower Avenue, and Primrose Street, with internal roads serving all lots. This subdivision is proposed as a single phase. The application notes a potential future phase to abandon a portion of Woodland Star Drive to create additional green space. A separate, concurrent application to amend the Tributary PUD Master Plan is currently under review, which includes this proposed street abandonment.

Included in the proposal are four common-area lots for private park and open space, construction of a new road and sidewalks, a pathway, and the extension of City water and sewer services.

Lots are proposed to range from approximately 0.2 to 0.4 acres. The parcel is zoned PUD-T-R.

APPLICABLE PLANS & ORDINANCES: Article 14.5 of the Driggs Land Development Code as adopted in Ordinance 459-23, Effective 2/15/2023; Appendix A to the Driggs Land Development Code.

REVIEW PROCESS: The subject lot is located within the Tributary PUD which requires Design Review approval, therefore the project is subject to the standards of Driggs LDC Appendix A in addition to the underlying PUD zone standards.

The application constitutes a Full Plat Subdivision (Art. 14.5.6 of the LDC) and is considered a Large-Scale Subdivision (Art. 14.5.11 of the LDC). The Tributary PUD Master Plan will be considered alongside the application.

Full Plat approval is a three-step process.


The first step is Concept Plan Review. The Administrator will advise the applicant of general conformance or non-conformance of the application with the LDC. For large or complex proposals the Administrator may, at their discretion, present the Concept Plan to the Planning & Zoning Commission (PZC) for review and comment. As such, this submittal will be reviewed by the PZC during a future public meeting.

The next step is Preliminary Plat. Per the Driggs LDC, a neighborhood meeting is required. The neighborhood meeting for this application will be scheduled for a future date. After the neighborhood meeting has been held, the PZC will consider the Preliminary Plat application at a future public hearing and provide a recommendation to the City Council. City Council will then hold a future public hearing and make a final decision on the preliminary plat application. If a preliminary plat application has not been submitted within 9 months after the Concept Plan Review has been issued, then a Concept Plan Review must be resubmitted.

Finally, Final Plat approval is granted from the City Council after all improvements have been installed and inspected. All recommendations and approvals require public hearings except for the Final Plat. (See Article 14.1, Summary of Review Authority).
