ZC25-1 Zone Map Amendment

Zone Change - Tributary Cottage Court #2


SUMMARY: Northern Pines Engineering/Driggs Acquisition LLC (Tributary) submitted a Zone Change application on January 13, 2025. The application proposes a zone change from RX-Residential Mixed Use to RM-2--Residential Multi-Family for a 1.27-acre parcel in order to develop a phased 2-cluster cottage court. The subject parcel is located at the corner of Moraine Ct. and Valley Centre Dr. The parcel is also known as Lot 1 Blk 5 Valley Centre II or RPA04900050010. Along with this Zone Change Application, a Design Review Application was submitted for the proposed phased 2 cluster cottage court, which includes a proposed total of 13 units.

REVIEW PROCESS: Zone Map Amendments are governed by Art. 14.9 of the Driggs Land Development Code and Idaho State Statute Title 67 Chapter 65 the Local Land Use Planning Act, specifically Sec. 67-6511. As such, the applicant is required to host a neighborhood meeting. The Neighborhood Meeting was held April 1, 2025. The application was considered by the Planning & Zoning Commission at a public hearing on June 11th. The PZC ultimately moved to provide a recommendation of conditioned approval to the City Council. PZC will review and approve the written Statement of Recommendation during the July 9th PZC meeting, which will be provided to the City Council for consideration. The City Council will make the final decision on the application at a public hearing scheduled to be held on July 15, 2025.
