175 Front Street (Joint Housing Authority) - Sketch Plan

SUMMARY: The proposed mixed-use affordable workforce housing project is located at 175 Front St (parcel number RPA0018002018A) on an approximately 0.62-acre parcel zoned DX - Downtown Mixed use. The site is leased by the Teton County Joint Housing Authority to Northwest Real Estate Capital Corp (NWRECC).

The Sketch Plan proposes a three story building with 975 sq. ft. of retail space on the ground floor, and 26 residential units above, including 11 one-bedroom, 8 two-bedroom, and 7 three-bedroom units. Each unit includes interior bicycle storage and 3x3-foot storage lockers for each unit. The applicant proposes reserving 2 two-bedroom units and 1 one-bedroom unit for the Teton County Joint Housing Authority. Parking is proposed at the rear of the site, accessible via an alley, with additional parking along Front Street, referencing the proposed Transportation Master Plan update and Downtown Master Plan for Front Street, as noted by the applicant. The total project size is approximately 31,481 sq. ft.

The parcel is located within the Design Review Overlay, Airport Traffic Pattern Overlay, and a portion of the parcel lies within the Big Game Migration Corridors and Seasonal Range overlay.

BACKGROUND: The Teton County Joint Housing Authority was established in 2016 by the County and the Cities of Driggs, Victor, and Tetonia to address local housing needs. The JHA consists of a seven-member board of appointed Commissioners--two appointed by Teton County, two by the City of Driggs, two by the City of Victor, and one by the City of Tetonia - and is supported an Executive Director. To support these efforts, the City of Driggs updated the Land Development Code in 2022 to encourage workforce and affordable housing. Key updates include affordable housing requirements for annexations and zone changes, density bonuses for subdivisions, accessory dwelling unit bonus for workforce housing, and a limit of one short-term rental per single-family lot or apartment building. APPLICABLE CODE & PLANS: Article 14.6 of the Driggs Land Development Code as adopted in Ordinance 459-23, Effective 2/15/2023; Appendix A to the Driggs Land Development Code

REVIEW PROCESS: The subject parcel is located within the Design Review Overlay, therefore the project is subject to the standards of Driggs LDC Appendix A in addition to the underlying DX - Downtown Mixed Use zone standards. The application will be reviewed for general conformance by the Administrator. Upon the determination the application conforms to the LDC, the application will be reviewed by the Design Review Advisory Committee (DRAC) during a public meeting. DRAC will provide feedback to the applicant and ultimately make a recommendation to the Planning & Zoning Commission (PZC). During a public meeting, the PZC will make a final decision on the application.
