White Antler Subdivision - Phase 1 Final Plat

PROJECT SUMMARY: The applicant is requesting approval of the first final plat for the development which creates blocks and lots and includes all public improvements and infrastructure. Phase II will include the parks improvements, remaining mitigation landscaping and platting the first townhome units. Subsequent phases can occur simultaneously.
BACKGROUND: The White Antler property on Ski Hill Road was annexed into City limits in 2021 (instrument no. 275049) and given the RM-2 zoning designation. A preliminary plat application for a 30-unit townhome development was submitted in May of 2022. City Council reviewed and approved the preliminary plat on September 20, 2022. In June of 2025, City Council approved an extension in the development agreement to allow for the first final plat to be received by June 27, 2026.
APPLICABLE PLANS AND ORDINANCES: The Plans and Ordinances at the time of the application are the Driggs Comprehensive Plan adopted by Driggs Resolution 379-20 on November 4, 2020; Driggs Transportation Plan adopted by Resolution 358-19 on November 19, 2019; and §14.4.10.K of the Driggs Land Development Code.
REVIEW PROCESS: This subdivision is considered a Full Plat Subdivision, per Art. 14.5.6 of the Land Development Code. As such, the Final Plat was by City Council during a public meeting on April 7, 2026. City Council considered the approval criteria in LDC Art. 14.5.6.K and any relevant conditions from the Preliminary Plat approval, and made a final decision of approval with conditions. Staff will work to ensure that all conditions and requirements are met. At that time, the plat can be approved and recorded.
