White Antler Subdivision - Preliminary Plat

PROJECT SUMMARY: In May of 2022 Mountain Vistas, LLC submitted an application for preliminary plat for the White Antler subdivision. The application was approved by City Council on September 6, 2022. White Antler is a subdivision on a 5 acre parcel (RP05N45E256100) located on the north side of Ski Hill Road, between Sagewood Subdivision and Mountain Vista Drive. The parcel is zoned RM-2 and falls within the Design Review Overlay, Big Game Migration Corridor, and the Seasonal Range Overlay. The proposed subdivision contains four 5-unit townhomes (totaling 20 units) and five 2-unit attached single family homes (duplexes - totaling 10 units). Access is from a single entrance on Ski Hill Rd, with a looped drive. Construction of improvements began in May 2025.

BACKGROUND: A Subdivision Concept Plan application was submitted in October of 2021, which was reviewed administratively. The subject property was annexed into Driggs City Limits in March 2022, and the parcel was assigned a zoning designation of RM-2 Residential Multifamily. The annexation allowed the proposed number of residences to connect to the city sewer system. The extent of the Design Review Overlay was maintained on the entire property. The Annexation Agreement contained special conditions requiring the owner to create a sidewalk along the length of the property on Ski Hill Rd, to submit a natural resources analysis with preliminary plat application, and to restrict 50% of the total units to ownership by Qualified Local Households, to be occupied by Qualified Local Households for at least 8 months per year, and to not allow short term rentals. A Preliminary Plat Application was submitted in May of 2022. The proposed subdivision is subject to the special conditions outlined.

APPLICABLE PLANS AND ORDINANCES: This proposal constitutes a Full Plat Subdivision per §14.5.6 of the Driggs Land Development Code (LDC), because this subdivision would create more than five lots, as well as develop new streets. It should be noted that this application was received prior to the adoption of the current LDC (6/8/2022), which now has requirements and provisions for Density Bonuses for subdivision applications. The LDC requires that Full Plat Subdivision Preliminary Plats be reviewed by the Planning & Zoning Commission, which shall provide a recommendation on the proposal, and then be reviewed by City Council, which will make a final decision after considering the application and the recommendation provided by the Commission. A Development Agreement will also be negotiated with City Council at this time.

This application also qualifies as a Large Scale Subdivision (see Art. 14.5.11 of the Land Development Code), which required the applicant to submit additional information regarding impact on public utilities and services. As such, the applicant has included Fiscal Impact Analysis and Transportation Impact Analysis with their application.

REVIEW PROCESS: A Preliminary Plat Application was submitted in May of 2022. The proposed subdivision will be subject to the special conditions outlined above. Driggs Planning & Zoning Commission reviewed the Preliminary Plat application at a public hearing on July 13, 2024, ultimately moving to recommend approval of the application with conditions to City Council. On September 6, 2022 City Council reviewed the proposal at a public hearing, ultimately approving the application for Preliminary Plat with conditions.

Final Plat approval is granted from the City Council after all improvements have been installed and inspected. All recommendations and approvals require public hearings except for the Final Plat. (See Article 14.1, Summary of Review Authority). For phased development the Master Plan of future phases must be submitted with the first phase. Each phase must obtain Preliminary Plat and Final Plat approval independently.
