Growth Impacts Mitigation
The Community Development Director works with the Planning, Public Works, and Finance Departments to support development of plans and tools to address the impacts of growth on city services and facilities.
- Impact Fees. On March 7, 2023, the City of Driggs amended the Driggs City Code for development impact fees, adopting development impact fees recommended in the 2022 Impact Fees Study for Transportation (roads, parking, pathways) and Parks & Recreation, as well as Fire & Rescue impact fees recommended by the Teton County Fire Protection District's impact fee study . The purpose of Development Impact Fees, enabled by the State of Idaho (see IC 67-82 ), is to provide that as new development occurs, it pays toward maintaining the existing level of services enjoyed by the current population.
- Local Option Sales Tax (Resort Tax). The residents of cities in Idaho that are under 10,000 in population and derive the majority of their economic wellbeing from tourism, recreation and related industries may approve, by majority vote, one or more taxes on retail sales and specify what such revenue may be used for. In communities like Driggs with significant visitor spending, this tool can ensure that infrastructure and services have the capacity to meet both resident and visitor needs. In July of 2022, the City Council adopted a voter approved ordinance establishing the following sales taxes: 6% on lodging, 2% on alcoholic drinks, 1% on prepared food and 0.5% on all other retail sales that are taxed by the State of Idaho. The ordinance expires in 2037. The City Clerk administers Driggs local option sales tax program .
