Pursuant to established procedure and Idaho Statutes NOTICE IS HEREBY GIVEN that the Driggs Planning & Zoning Commission will hold public hearings at 60 S. Main St. in Driggs City Hall and virtually via Zoom on Wednesday, April 9, 2025, at 6:00 pm. There will be opportunity for the public to comment on public hearing items. Information on accessing the meeting and the agenda is available at DriggsIdaho.org and at City Hall. The hearing and meeting items are as follows:
Public Meeting DR24-5: Highland Heights Apartment Buildings
The Planning & Zoning Commission will consider a design review application for a new two-building apartment complex totaling 57 units on the 4.34-acre parcel located at Courthouse Dr. and Birchberry Dr. in Lot 1, Block 55 of the Tributary PUD Phase I (RPA07010550010). The lot is zoned PUD-T-R Tributary PUD Residential and is within the Design Review Overlay (DX Zone). Public Hearing SUB24-9: Belle Vue—Preliminary Plat
The Planning & Zoning Commission will hold a public hearing to consider a Preliminary Plat application for a proposed 62-lot single-family residential subdivision, with parks and open space, for a total of 66 platted lots. The project is located on the south side of LeGrand Pierre Avenue, east of the elementary school. This project was heard February 2024 but tabled for additional information. Public Hearing ZC24-5: Parkside Neighborhood—Zone Map Amendment
The Planning & Zoning Commission will hold a public hearing to consider a proposed zone map amendment for 23 parcels located at Fremont Ave. near S. Fifth St., in Driggs 1st Addition Section 35 T.5N R.45E Block 6, Lots 1W, 2E, 3, 4, 5, 9W, 10E, 11, 12, 13, 14, 15, & 16 and Block 7, Lots 1, 2, 3, 4, 5, 6, 7, 8, 9, & 10. The applicants propose to re-zone these properties from Residential Single- Family & Two-Family (RS-7) to Residential Single Family & Two-Family (RS-3) which would reduce setback standards and lot size minimums. The proposed RS-3 re zoning would also allow a lot-split, which is not available under the current RS-7 zoning due to the lot size minimums. Public Hearing CUP24-2: Alexandria Workforce Housing (fka Sweetwater Multi-Family) -AOI Conditional Use Permit
The Planning & Zoning Commission will hold a public hearing to consider a Conditional Use Permit for 4 Multi-Family lots in Sweetwater Phase I, located on Buckrail Dr. The parcels being considered are RP001340000270, RP001340000280, RP001340000290, RP001340000300. The proposed development consists of 124 units spread across 21 two- and three-story buildings. The properties lie within the Driggs Area of Impact and are zoned AOI R-3—Multiple-Family Residential. The parcels fall within the Airport Vicinity Overlay. A Conditional Use Permit is required, per Section 9-9A of the effective Driggs AOI Code due to the location of the proposed project within the Airport Vicinity Overlay. This application was heard July 2024 but tabled for additional information. Review criteria, process and documents pertaining to these applications are available on the corresponding website address listed above. A staff report will be available the week prior to the meeting date. Zoom instructions and access links are available at driggsidaho.org/pzmeeting
Instructions for submitting a public hearing comment are available online at driggsidaho.org/public-hearing . Comments received by 5 p.m. Monday, March 31, 2025 will be included in the staff report. Verbal comments can also be presented during the public hearing, by individuals attending in person and via Zoom. Verbal public comments are limited to 3 minutes per speaker. The applicant's testimony is limited to 15 minutes. The City is not responsible for technical difficulties.
